I think his "x norad standdowns" etc are suggestions for lines to the carol (x being replaced by the appropriate number).

"Sock" or "Sock Puppet (http://en.wikipedia.org/wiki/Sockpuppet_%28internet%29)" refers to a username a poster uses covertly to post at a forum in secret - often to circumnavigate a suspension or ban for misconduct.

A number of CTers posting at JREF have been caught out time and time again using Sock Puppets.
