IF this be accurate, I really really wonder that the Peter Principle has infected every level of Government, and that the only reason we remain with the freedoms we have is that everyone else in the world is a FUBAR'ed as we are.

This article was either written by someone who does not know anything about intelligence operations or is a sensationalist.
he Evening Standard also understands that US secret services have a number of secret files on Diana and her closest associates that are held by the national security agency. The files, which include reports from foreign intelligence - thought to include MI5 and MI6 - come under both top secret and secret categories.The reports cannot be released because of "exceptionally grave damage to the national security". The documents on the princess seem to have arisen because of the company she kept rather than through any attempt to target her.
"Exceptionally grave danger to national security" is the standard description used by security doctrine for the sensitivity of products classified TOP SECRET. Of course, the US and the UK routinely spy on each other but I do find it a bit incredible that presumably the CIA had attempted and were successful at getting so close to the royal family.

I've heard before, though I don't have any evidence handy, that the US, Canada, UK, Australia and New Zealand have a mutual agreement for spying on each others' citizens with Echelon so as to get around domestic spying restrictions. I find it at least plausible that Major's government would have outsource spying on Diana to the US.

Why am I not surprised that the story is from the Daily Mail? I'll tell you why: it's because it's not from the Express.

More than 5% I think. An official British Report claimed it was true and it isn't out of the range of plausibility for the reasons mentioned in the article plus perhaps just the idea that she was a celebrity and some guys in US spyland thought it might be fun to listen in on Diana's phone conversations.
Still, I agree that the story is very unlikely to be true.
