If your weather service is anything like ours in the UK then it's not a bad idea. A little while ago I did an experiment for 3 weeks where I monitored the bbc.co.uk weather site (which supposedly uses some of the most powerful forecasting h/w and s/w in the world) and compared their weekly predictions with a set of completely random predictions (I threw a die). Although I didn't attempt to quantify the results, my method yeilded far greater success.

I certainly can't give any creedence to Puxatawny Phil. How can a groundhog presume to forecast for the entire country?
No, it's the local groundhog report that needs to be taken into account. Unfortunately, our zoo rarely rouses the poor critter from it's slumbers....
