So is it a good idea to just 'block grant' things like Medicaid and Housing Authority.
If the states get waivers and then don't implement the services in the waivers, whats the point to having waivers. the story talks about patiens in nursing homes. this is already a hugs area for Medicaid, if the states won't pay the bill then the nursing homes go under.
Also is the GAO still leftist?
