They didn't know it would. Your question doesn't get an answer because it doesn't deserve one. WTC7 was coming down that day if fire was going to be the sole cause of it.

They easily could have made the same excuse they have now : There were these gas tanks (which NIST will not state and only FEMA does and adds "the best occurance has a low probability of occurance) and they exploded because of fires started by debris and the building collapsed....

So what would have happened had the WTC1 & 2 not thrown debris toward WTC7, how would they explain the spontaneous starting of fires WTC7, and then the collapse of it hours later. Seems to me that the "take down" of WTC7 hinged on it being hit by debris, so how did the cabal insure debris would hit the building????hmmm????
