Yes, these guys have some serious paranoia.
But don't forget that they behave in manners that are calculated to increase their paranoia. They provoke reactions out of their public, and the folks they interact with, who then play into that paranoia by doing things to make them put on a show.
It's like how schoolchildren tease the class nerd until he explodes and puts on a show. I have no doubt these Twoofers are getting harassment, but not from the FBI, the CIA, or the NSA...but from their workmates, schoolmates, the guy at the newsstand, the pizza delivery boy, and so on, all playing on their nuttery, for that basic purposes...getting cheap laughs to relieve the boredom and stress of their own day.
As for torturing these guys, I'd make them watch really lousy television shows and nothing but.

This was my favorite part:

I know. It's almost as if you can believe that all those frat parties prepared them to fight for truth and honesty and fact and evidence. Instead of promoting lies, dancing on the graves of victims, denying or belittling heroic efforts of ordinary citizens, mocking the deaths and sustained injuries of those who came to rescue, spitting on the work of professionals who pitched in to unravel the complexities of the 9/11 event.

I think the third guy is Wrongway Peachfuzz...remember that he replaced the Greenpernt Oogle, who worked for King Bushwick the Toity-Toid, predicting events. Peachfuzz was always wrong, so the residents of Greenpernt did the opposite to what he predicted.
