I don't know how to describe it in a few words, so I can't search effectively for it: I want to find a utility (display driver ?) that zooms out on (makes smaller) whatever the screen is showing while introducing a black margin around it. Like the horizontal & vertical resizing of the image that monitor controls provide, only in software. Any ideas ?

Why don't you just buy a new LCD monitor that won't suffer from the overscan of that ancient CRT. :duck:
You may be able to achieve what you need by editing the video mode parameters.

It's not overscan, it's an LCD. It's rather complicated why I want it...

What you are looking for might use the term "letterbox".
