Hill said he was sent to a doctor for psychological help. Doctors said he was “uptight” and “paranoid,” and they prescribed him “happy pills,” which he never took.

Shure could be a useful asset to the Truth Movement... if he channeled all of that passion and rage into something legal and less creepish.

Don't know the law in Canada but here he would not be eligible for disablity due to his noncompliance with his prescribed meds. Social Security he could get because he is bats[rule8]t crazy.
It may not be a gov't insurance program that he is applying to. Certainly not Workman's Compensation which pays out only for injury that occured on the job.
Employment Insurance (Federal gov't) does provide for loss of income due to illness and psychiatric illness may be covered. He would have to send in weekly forms stating that he is under the care of a physician and unable to work. I don't know if there is a stipulation about taking prescribed meds.

Caller: I had to move my computer and now the cable modem isn't working.
Me: Are the lights or some of the lights on the top of the modem flashing?
Caller: All the lights are off.
Me: Is the light furthest to the right as you are looking at it on?
Caller: No, that one is off as well.
Me: Could you make sure that the black cable in the back of the modem is securly seated please.
Caller: I plugged in the cable when I moved it to the new loaction but its a white cable.
Me: The white cable is the signal input. I am asking about the power cable that goes to the square black power cube plugged into your wall outlet or power bar.
Caller: Oh,,,, damn do I feel stupid. I'll call you back if there is a problem.

How many doctors make such PROFESSIONAL diagnoses? "Uh, yes, son, I can see here in my Big Book of Medicine on page 83 that you're what's described in the profession as, like, uptight, dude!"
As a medical professional, wouldn't you say that the proper diagnosis for Jeff would be: "bats**t crazy"? (I believe that's the proper term?)

my question is; did any customer of Dell actually understand what JEFF stated...his accent and use of the english language is atrocious. Dell's India outsourced tech supports speak better than he does.

It does not appear that Jeff is claiming under WSIB or EI. You are correct on both counts, that WSIB only pays out for injury that occurred on the job (or was exacerbated by the job), and that EI does cover psychiatric illness, but would require evidence that the job loss was related to a legitimate illness (which he has not, apparently, been able to establish) and would require ongoing evidence that he is unable to work in any capacity as a result of a legitimate illness.
Jeff says he's seeking "disability" but it is highly unlikely that he could make any legitimate claim for "disability" under the WSIB or EI regulations. More likely, he is referring to a claim under the auspices of the ODSP (Ontario Disability Support Program) but it is unlikely that he will qualify there either because being "uptight" and "paranoid" is unlikely to meet their criteria for "disability". There are lots of "uptight" and "paranoid" people in the workforce, after all, and being "uptight" and "paranoid" does not preclude one from working in some capacity to support himself.
His refusal to follow recommended treatment would be a factor, as well.

It's a commonly held belief in the computer industry that the phone company puts some kind of word-scrambling device on the phone lines serving tech-support centers. No matter which end of the conversation you're on -- i.e., whether you're the customer or the tech-support person -- the person on the other end will always sound like a drooling moron due to this device.

I don't want to stray off-topic, but I just have to add my favorite 'customer service' anecdote. I'll hide it in spoiler tags so as not to eat up the thread.
Many, many years ago in my late teens, while working in a swimming pool supply store, a customer approached me...
Customer: I just bought a sand filter for my pool last week. I hooked it up, and it isn't filtering anything.
Me: Ok, are you sure that it's running? Is there water coming out of the return?
Customer: Yeah, it's pumping just fine
Me: Hmm. Well, if it's brand new, it shouldn't have any damage, but you may want to check the plastic 'fingers' in the bottom of the tank to make sure they aren't cracked.
Customer: I took the whole thing apart yesterday. Nothing's cracked.
Me: Hmm. After you took it apart, you put new sand in and it's still not filtering?
Customer: Sand?
For those of you unfamiliar with pool filters, sand is the filtering medium in sand filters, hence the name. Without sand in the filter, you are basically just pumping the same water back into the swimming pool.
This guy made my day.

We used to have a tech service rep that would constantly use the condesending "riiiight....." as in
Caller: I'm not able to access my e-mail.
TSR: Riiight,,,, and do you have Norton anti-virus software
Caller: yes, I do
TSR: Riiiight,,, well you know that on some occassions Norton will change your e-mail settings?
Caller: No, I didn't know that.
TSR: Riiight,,,, ok now open your Outlook Express and ,,,,,,,,,,,,,
The same guy once told a customer who was having constant problems that he (the TSR) didn't make enough money to worry about helping the customer that much.
I used to work for Transport Canada and one evening , being the only tech on duty I had to track down a problem. When FSS selected a standby VHF transmitter the pilots complained of a whistle in the audio. New equipment had just been installed that week so I checked the wiring and found that the push-to-talk voltage was going to both the primary and standby transmitter if standby was selected thus both transmitters came on. To top it off one side of the balanced audio also went to the main transmitter. This is a big boo-boo.
Of course I have never pulled any such boners in my carreer:D I'm perfect:D

Not charged perhaps but IIRC the agreement you sign with your telco says you will not make harrassing calls. He could have his telephone cut off if there are enough complaints to Bell Canada. (I believe that Sault Saint Marie is Bell territory)
