In the wake of mossaoui's arrest less than a month before 9/11, the fbi handed in requests to the us dept of justice for a warrant to search mossaoui's laptop, as the phillipines authority had done so that prevented the bojinka plot in 1995. The us dept of justice then denied and rejected the fbi's request for a warrant to search his laptop that could have led to clues and foiling of the plot. Was it a case of total stupidity on part of the us dept of justice or could they have been bribed by the higher ups in the government to prevent them from doing something as simple as handing in warrants?

Oh bribes, definitely. The phonecall went something like this:
"Uh, boss, we got a problem. They've busted "Bluebird 1", and they're gonna search his laptop where he's got all the sooper secret plans."
"Who got him?"
"The FBI."
"Oh, no problem, we have people there."
"No boss, the problem is that the fibbies have gone to Justice for warrants."
"No sweat! Offer the Secretary and the AG the four thousand we have left over from the Spiggy Agnew Widows and Orphans Fund. That'll hush 'em up so that we can go ahead and murder 3000 people and crush the economy."

Pre-9/11, the evidentiary threshold for warrants was much higher. The warrant was denied because the way the laws were written, the DoJ knew no judge would sign it given the flimsy evidence they had to justify it.

How about instead of asking trite, leading questions, you present evidence? You know, what does the DoJ state as the reason for the denial? What does the FBI state as the reason for the denial? etc

Just to clarify, geggy, you think that US government agencies should be issued search warrants based on a lower evidenciary threshold?

see, hard to get warrants are a conspiracy, easy to get warrants are fascism, gotta love the CTers, doesnt matter what happens its all evidence for their conspiracy

Geggy the request for a warrant was refused by FBI lawyers, not the Department of Justice. The request was turned down because the FBI's attorneys did not believe there was sufficient grounds to justify a warrant.

Because the FBI's attorneys rejected the request, no warrant request was ever filed in a court.
