Appropriate for what?
The emotional cost of war is always appropriate [to publicise and consider] insofar as it is a real cost paid by society (not evenly of course . . .). It is not the sole criterion on which a government will decide to start, continue or end a war though, and it is never appropriate (IMO) that it should be.
