I think the idea is that the engine couldn't be found where it actually was found if the plane had crashed according to the official story, for whatever ridiculous reason, therefore it was planted. You might be getting confused here because the conspiracy theorist simply stops at this point rather than elaborating on what he thinks really did happen and how he thinks his version of the events better fits with the evidence he imagines. But you have to understand that the CTist will never go any further than this point, because trying to figure out the true course of events is not of any real concern to him. The only thing that is important is trying to stick holes in the "official CT" (as they like to call it) so that people will become suspicious of the gov't and accordingly demand a pointless new investigation which will somehow reveal the massive conspiracy plot that they have thus far failed to even make a coherent case for. So basically, they feel they don't need an alternative explanation; vagary and innuendo is good enough.

Don't forget that KT's contention is the spooks were so inept they planted aircraft debris in one place, and set off an enormous explosion in a totally different place. I [rule8] you not.

So he's insinuating that the reason the engine was "planted" in the pond was so it would be impossible to prove that it had never heated up in the first place, like an engine from a recently airborne jet would have? If the crash had been staged, why not just stage it closer to this pond, which was oh so important to their plan? And why the need to only "cool" one of the engines?
The NWO needs to hire a proofreader, an editor, and a couple technical consultants.

I don't think he's ever gone as far as to explain why the NWO decided to make this gaping blunder. His argument pretty much ends at "it couldn't have ended up there, and anyway it shouldn't have ended up there because I say so, therefore it's a fake".
