I thought I was knowledgeable about how Congress worked, but I learned only today that any member of congress can anonymously hold up pending bills from being voted on. I'm told the purpose is to temporarily delay votes on bills so that compromises related to amendments can be worked out, but some bills become blocked indefinitely because a single congressman does not want the bill to have an up or down vote. That strikes me as pure B****it.
Every year or so a few democrats and republicans get together and try to introduce legislation to remove these secret holds, but it never passes.
The more I learn about congress the more disgusted I am. Von Bismark was right!
