A female lawyer's death has just been ruled a homicide related to 9/11. She died 5 months post-9/11 from smoke inhalation.

a simple call to the police department SHOULD answer the question of who the charge of homicide is being levied against

the death toll should be alot higher. THe dust easily wiped out many people.

I'm not an expert in these matters, but it would seem to me that the medical examiner can rule a death as a homicide even if there is no killer known, or even if the known killer(s) is/are dead. IOW, the ruling of the cause of death is not contingent on the police having someone to charge.

Splitting hairs, homicide is an example of manner of death defining (in a legal sense) how the circumstances that brought about the cause of death occurs. The cause of death is what happened to the deceased person's physiology that brought about death. My ridiculously layman example:
