That IS fun.
I agree it needs a little more work, but it seems like a pretty good model to me. I don't quite get what "Ramp p factor" and "Delta b ramp" are though.

Its interesting that as you increase the speed limit, the traffic gets worse.

I needed one option: Trucks are not allowed in left lane. This experiment has been carried out on some Danish highways and the result has been very promishing. As Jon pointed out, increasing the Speed Limit doesen't help that much (or at all) but if you can keep the Trucks in the right lane (left for you Jon) then you really will get traffic flowing. It is their (lack of ) acceleration that is the problem and as you can see a small delay at one point can lead to heavy congestion way back.
