I guess Allah, the ever-merciful, wasn’t especially pleased with these gentlemen (http://www.dailymail.co.uk/pages/live/articles/news/news.html?in_article_id=465481&in_page_id=1770&ito=1490). Adding insult to injury (or perhaps injury to insult?), not only did the all-powerful Allah not see fit to allow these would-be martyrs to successfully kill any infidels, but He also allowed them to suffer burns over much of their bodies for their troubles on His behalf?

Praise be to Allah! :D

I sometimes wonder why they bother putting out the flames on such people. Those low enough on the totem-pole to be suicide bombers probably don't enough to be worth interrogating, I'd imagine.

Being alive, as mentioned in the OP, is probably less preferable to them. Far greater punishment can be handed down by letting them rot in a cell to reflect on their incompetence.

We had an email come round telling us to be vigilant because of the increased security risk. The moslem guy next to me sighed and said, "they're just spoiling it for the rest of us."

Ah, so it's out of spite.
