Windows 2000 warns when this is about to happen, you must click a button to install this type of nonsense. I don't know what you're using, but try increasing your security settings, lots of sites try to do this.

The spyware program doesn't appear every time, probably random. I don't think pop-up blockers stop this kind of stuff.
