1. Tell them you should do what and live how the Lord wants them to do.
2. Be the source of what the Lord "wants them to do".
3. Tell them the Lord wants them to do whatever you want them to do.
Rinse and repeat.

2. Never cease brainwashing, your slaves--er followers might wander away or possibly question the accuracy of your teachings.
3. If for any reason a follower strays, find him, hurt him, councel/brainwash for his heathenistic Pagan ways!

The only problem I see is that to be the source you will have to have gone through the three steps yourself. If not, it is possible that you do not have the right 'zeal' to put other people through the three steps and in order to control them.

Exactly, that's why religious is like a mental virus.
But that very method, or a similar type of it, is what usually starts religions off, is it not?

That or a natural reaction to the absurdity of existence and cold hard reality. Human beings hate not knowing, why not make something up, bonus that that made up stuff gets around not only questions of origin but what happens after death.
Isn't the problem more with the fact that once you allow "faith" as a basis for belief in anything, that then you are vulnerable to manipulation on that basis?
I just think you may be putting the cart before the horse when you say religion is created to be a method of control, rather than religion being a natural human reaction to the unkown which can be used as a method of control.

A religion could be started for any number of reasons, we've each listed one of them.
