Whoever did this had some pretty sophisticated software and a lot of time. My take on the video is that it implies that it is totally possible to fake a video like this; I sense the author of the video was being sarcastic.
The problem is that the issues that most conspiracy theorists bring to our attention would be an amateurish editing effort, not even up to the standards of the video presented in the OP, and certainly not up to the standards of the technology the government could bring to bear to fake a video if they so desired.
The original video smacks of simply amateurish video post editing.

But we don't know if it was just an Amateur who did the
Video - maybe Gumboot knows some tricks to accomplish
such LipSync manipulations thanks to his profession.
And to be honest - if I would be one of the Hologram-Planes
Truthers like Killtown, the sarcastic Video from the OP might
convince my even further about the NPT... :p

I've only watched a bit of it because it's taking a long time to load.
Firstly, the video is obviously very low quality. That is always going to help with something like lip synch. Secondly, it's not "seamless" - the synch isn't actually that good at all. There's quite a few glitches, and the match is pretty average.
Secondly, a big part of the perceived seamlessness is because the dubber has the beginning in Arabic, where they've obviously recorded themselves saying whatever OBL was saying. This means you get one seamless voice throughout. More importantly, the actually presentation of the first bit of talking doesn't perfectly match the mouth (due to differences of expression and such) so by the time the English starts your brain has already accepted that the image and sound don't quite gel.
Lastly, getting basic mouth matches is actually not that hard. I would cite the english dub of Crouching Tiger, Hidden Dragon as a prime example. They specifically worded the english phrasing to match the original mouth movements as much as possible. It only takes a few matches now and then for your brain to accept that they really are saying what you're hearing.

You're right - I downloaded the Video and watched it
while zooming in to see his facial expression and lip-
movement from a "closer distance" - and it doesn't look
that convincing anymore:

Well - I guess that NPT's wont be that skeptic about
such Videos like that anyway... :boxedin: ...and I wonder
when someone does a similar job and actually faking
the impact into the towers using some 3d-Software...

Yeah a lot of the editing is rather obvious. It was rather funny though.
