Well, sort of. I have no doubt that it's intended to be a tongue-in-cheek comment on the political situation in the UK. However, this is not made clear, and on the face of it (and to the credulous) it's a genuine "use" of a psychic by a major media outfit. They seem to have nicked the idea from The Times (http://www.timesonline.co.uk/tol/life_and_style/article985978.ece), who seem to have interviewed the same woman on the same issue seven years ago. Whereas in that article the satirical angle using the psychic is more clear, what I heard earlier constituted the whole "meat" of the piece.
The "predictions" are absolutely dire "very exciting news"; that level of wild-arsed-guess. Listen to the piece here (http://www.bbc.co.uk/radio/aod/radio4_aod.shtml?radio4/pm_wed). Nonsense occurs at 00:50:20.
What do you think? Harmless political satire, tacit support for the fraudulent woo trade, or something else?
