Why take patient records that are covered by privacy laws instead of the memos and such that told people to focus on providing more abortions?

Because it makes it more unlikely the woman is telling the truth. It doesn't have to prove she isn't. I don't know how often ultrasounds are used in abortion procedures. My suspicion was based on the whole, not on any one single part.
