Funny story:

When I was in the infantry in Germany in the mid 60s, all our stuff was green "OD" as the army said. Uniforms, vehicles, etc.
One year, we were scheduled for the big Division-level war-games exercise, and the day before we were to move out, it snowed to beat the band.
About a foot of the stuff fell across Germany generally. Our commander, being a take-charge kind of guy, ordered all the battalion vehicles whitewashed.
"We'll be practically invisible!"
We would have, too, had not, on the second day, a record-snapping warm spell sent the temperatures soaring to about 60 degrees, neatly removing all the snow and rendering the training area into a sea of nice, dark brown mud, which made our shining, white vehicles rather obvious.
So we had to smear 'em all with mud.....

The velcro for patches never made a lick of sense. Why would I ever want or need to remove my name and service from my ACU? It's not like the uniform lasts 3-4 years so I have to worry about putting on a new unit patch that frequently. And it necessitates pin on skill badges, oh so useful. Not to mention the velcro patches cost 10x more than the sew on kind and have the unfortunate tendency to get caught on everything and everyone. After riding shoulder to shoulder in an MRAP for a few hours, you often find your shoulder tab stuck to the body armor of the guy next to you!

The only explanation I ever heard was the velcro was so you could "sterilize" the uniform. Of course how "sterile" can you get, being a white English speaker wearing ACU in the Middle East?

Another perplexing question, if velcro was such a perfect solution - why does the ACU have velcro, buttons and zippers!?

You are actually allowed to sew on your name tapes, rank, and skill badges now. It was definitely a pain before.

Uniform inspection most likely, so uncovered for haircut check.

I had thought of that but it doesn't explain why the CMC and the rest of the inspection team are uncovered too. Every personnel inspection I've ever seen or done has always had the inspector in full uniform (including wearing a cover), mostly to set the example I would think. I'm not really familiar with skimmer navy rules though so maybe there's a special rule for that type of ship (for example I can see why they might not want hats on a flight deck because they may get blown off and sucked into what might soon become a jet engine in need of some unexpected expensive repairs).

I just thought that it was kinda odd is all.

The deck division CLPO and first lieutenant were finishing up rigging topside for dive (flipping deck cleats and so on, most of the rig was done before the lines were tossed but there were a few things left to do because they were used by the tugs). A wave broke over the stern near the engine room hatch and knocked them both off. The CO knew this but kept on going expecting that they could be pulled back up. By the time they slowed the boat and got them back aboard (about 5 minutes later) they were dead from head trauma.

I ended up in that chiefs job about a year later on that boat and the division was a mess mainly because they all felt that nobody could replace their old chief (even though I went in at the point where he would've been leaving anyway). It's hard to argue against a dead guy that you've never met who was killed in such an irresponsible manner. He was practically a saint in their eyes.
That incompetent twit should have been keelhauled!

I lived at Graf for 3 1/2 years and the trees in and around the tank trails were brown to from base to 6-8 feet year round.

Those that have not been to Graf do not understand what Graf dust is.

Paint a vehicle before going to Graf. Notice when you get it back to your normal duty station that is is not quite the same color as before and that no amount of washing will get ride of the brown tinge from Graf.
