Well you know, it's Canada. There's only 4 or 5 days of the year that it's warm enough for women to go topless. It's a damn shame to waste sensible laws on that godforsaken frozen wasteland. Now if we could get the state of Florida to allow women to go topless (fat chance) it might do some good.
