I am an American citizen who is part of American society and briefly served in the American armed forces. I use American dollars and pay taxes that support the American government. The claim is still unsourced. But even assuming it's accurate, it's a very incomplete picture. What were the dollar totals? Dewhurst was the incumbent, and from a recent link of yours also spent $19 million himself. He may have had a big total dollar advantage, and could conceivably have had more total out-of-state dollars than Cruz even if that was a smaller fraction.
