I read it twice and yes they are talking about Barack Obama. And yes it is George W Bush they think he should speak more like.
And it is not parody. Not intentional parody at least.

didnt work for Bush, and he did an awesome job in that.

What we seem to be misunderestimating is that W addified so much to the languagification that he was immortalified by having the terminism "Bushism" named after him.

IMO Obama should be downright professorial when he speaks in public. Perhaps it will encourage Joe Sixpack, Donny Doublewide, Judy Junkfood, Wendy Walmart, Pat Pickuptruck, Ronny Rifle, Bobby Beergut, Delbert Dropoput, and all the rest of the dumbed down over fed under nurished ill advised dullards that clutter path to the future to sit up and take notice that dumb isn't cool, and it certanily isn't profitable.
