It looks like a cloud. A cloud that's being hit by the sunlight in a certain way to make it look like it's lit up.
I was messing around on the Lolcatz site last night and they had a picture of a cloud shaped like a cat and the caption said that it was Ceiling Cat looking down on us from above. Of course, Ceiling Cat is real, you know.

I live near a plant from which huge plumes of steam are emitted. On calm days the steam rises straight up and hits what I presume are different pockets of air density and looks just like that, that is, a symetrical column of air with wide spots. Also, if the wind is blowing directly towards you or away from you it looks like that. You just need the sun in the right position.
