Detainee Security Act of 2011

A new bill - the Detainee Security Acthas been introduced in the House to codify Pres. Obama's announced intention to proceed with military commissions in regard to combatant detainees currently held at Guantanamo Bay Naval Station.

Some of the provisions include:

The Act would not apply to US citizens in military custody.

Detainees would not have access to private attorneys during the administrative review process. The use of classified summaries or "suitable substitutes" could be used for sensitive intelligence used as evidence during the review process.

Reaffirms the AUMF and specifies detention as a neccessary use of force.

Forbids the transfer or relese of detainees into the United States.

Restricts the transfer or release of detainees to counties determined by the SECDEF and POTUS. Restricts the transfer of detainees to countries where previous releasewd detainees have returned to combatant status.

Requires the POTUS/SECDEF to submit specific detainee treatment protocols.

Restricts combatant detainees from recieving family member visits.

Forbids use of funds for creating housing facilities for Guantanamo detainees inside the United States.

Regardless of whether or not this bill would apply to American citizens, I have a feeling it would eventually be expanded to include American citizens.
