During his reign he also managed to turn Arabs ad Berbers against each other, in order to reduce the risk of revolt, so he might get some support due to such created fear.

But from what I know there are many factions among the rebels who agree on the need to get rid off Gaddafi, but have starkly different visions for Libya.
