Not sure what video they were watching, but the balloons didn't quite appear to be changing colors, and the only reason they looked like they were moving "in strange formations at an incredible speed" was because they didn't have a tripod to hold the camera steady.
Looks like they were simply blowing in the wind to me. |

As usual with UFO description, then description is exciting, and the film disappoint. Looking at the cloud as reference, the white dot move rapidely. But since their altitude is *unknown* it could be high altitude extreme speed, or low altitude baloon with a good wind. But yeah no formation, no color changing at least in the video.
My hypothese : if somebody check there has been a helium balloon release (maybe for a mariage?) somewhere in the other side of tokyo. |

I'll translate the audio...
First few seconds the woman is shouting for someone she is with to call someone else because there are UFO's. At the 12 second mark she screams at the objects that Japan is in trouble as a joke. At 17 seconds a younger girl says she can't see anything. At 23 seconds the first woman says it's the first time she's seen a UFO. At 28 seconds another woman says there are so many. The last thing we here is the main woman shouting "No way! Yes!" I'm tempted to agree with released balloons, but the more I look at it, the weirder it is. They really do seem to be moving too fast for balloons. I was thinking maybe birds, but at the end of the video you can see a few groups of twos get closer to each other and then farther. Check out this stabilized version...

you cannot say how quick they are. You don't know the altitude, the zoom, and the speed of the local wind. Let us look if the explanation is consistent with low altitude baloon : Looking at the assumed size of the baloon (33 cm) the apparent size is about 1 pixel, could be compression artifact, measuring the distance of 1 specific baloon is 90 pixels over 6 seconds or 15 pixels per seconds. Error bars are probably around +/- 10 pixels.
Assuming 1 pixel=baloon size = 33 cm we then get 5 meter per seconds (18 km.h +/- 2kmh) Assuming 1/2 pixel=baloon size = ~15 cm we then get ~10 meter per seconds (36 km.h +/- 4 kmh) Assuming 1/4 pixel=baloon size = ~15 cm we then get ~20 meter per seconds (72 km.h +/- 6 kmh) Could be compression artifact but I see the balloon as about 1 to 1.5 pixels to more of the first case. You would have to pretend the baloon are much smaller than 1/4 pixel to egt high speed. Naturally all the bet are off if that is not baloon but 10 meter UFO at high altitude. but the explanation are consistent with low speed baloon. In the "screenshot" below I took red line for a group of 3 white pixel on the left side. then superposed as good as I could the picture using clouds as reference. ETA: naturally those are pixel photo calculation with comrpession artifact so make that of what you will. |

Thanks for the correction, Aep. I forgot to paste only the video code. It looks very much like balloons, but does seem rather fast. The balloons could have been released from Shinjuku Park, Yoyogi Park or the Meiji Jingu shrine next to it. It may well have been for a fundraiser or a wedding or whatever.

In this thread skeptics laugh off claims that the objects were travelling fast as "there is no way they could have known" then proceed to come to the conclusion that is was balloons blowing in the wind.
Ufo guy makes a claim with no evidence = mocking Skeptics make a claim with no evidence = fact. This place is a joke. |

If you had read properly you would have read the following disclaimer: "You don't know the altitude" "Naturally all the bet are off if that is not baloon but 10 meter UFO at high altitude. but the explanation are consistent with low speed baloon. " Which completely deflate your argument like a pierced balloon. The fact is, we only know the apparent speed without knowing the object size or altitude, nothing can be concluded. But we can check if some scenario are consistent with what is filmed. Which I have done with balloon at low altitude. There was no "conclusion". So the biggest joke is actually on you, because you errected inexistant strawmen to burn. |

Because if you replace balloon by UFO, it read the same and is factually correct.
The pixels/object do not go in formation, do not change color, and as said above you can't estimate the speed this is all 3 factually correct. Now you can say the eprson should have used "object" instead of baloon but the rest stands. |

Its quite likely an illusion, a matter of perspective. Your brain is using the clouds as refference (static) point in the absence of something better. Since the clouds are higher and being blown by the wind, you get the impression of fast moving objects.
Baloons would be the best option. Birds such as storks, I guess, would also be possible, but I believe (based on my anecdotal experience) the flapping of wings would be detectable as variations on the brightness. This type of illusion can give the impression that static objetcs, such as stars, for example, are moving. The fact that some people will claim this could be something non-mundane is actually sad, since it exposes how ignorant and gullible we can be. |

You can buy balloons that change colour, theyre helium instead of candle powered and they are fitted with a colour changing light emitting diode
