This bill has zero chance of being passed. It's political posturing by Rep. Rangel.
It is not, AFAIK, supported by the Bush administration. The military has met all it's recruitment goals, re-enlistment is higher than usual. The size of the military is limited by the budget, not because of a lack of volunteers. This topic has been beaten into the ground here many times before.
