US surprised by Iraq infrastructure?

Though not a headline grabber like WMD, the US claim of surprise at the condition of Iraq infrastructure is either an intelligence failure of surreal proportion or else a bald-faced lie.

Infrastructure is not a 'sexy' subject. If they had bothered to ask, I am sure the CIA could have told them what state it was in.
