Was anyone in Europe paying attention when this man rose to be the most powerful man in Europe? This guy has more power than the U.S. President. Do the socialists in Europe even care?

Of particular interest in Recommendation 666 (E.U. document):

1) In the title of the document are the words "the consequences of including certain functions of WEU in the European Union - reply to the annual report of the Council ."

The WEU is the Western European Union, an organization whose ten permanent members are ten of the most powerful European countries. The WEU constitutes the "military arm" of the EU. Dr. Javier Solana is Secretary-General of the WEU. [It has been surmised that he influenced the restructuring of NATO (while Secretary-General at NATO from 1995-1999) to favorably impact the activites/goals of the WEU.]

2) Item #12 of the document states:

"Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency;

imho, the suspect nature of the above Item #12 simply cannot be overstated. Dr. Javier Solana is both the WEU Secretary-General and the CFSP (Common Foreign and Security Policy) High Representative (which basically means he is the EU's top diplomat). Since when does any one individual hold two such important and powerful positions in any country (let alone a grouping of countries), which by some, would without doubt be considered a conflict in interest? On top of all that, Dr. Solana is also the Secretary-General of the EU Council, which is made up of the EU heads of state (prime ministers, etc.). Recommendation 666 gives every indication and appearance of providing dictatorial, or near dictatorial control/power, over Europe to one individual in the event of an emergency.

Note: PSC stands for Political and Security Committee.
