At first glance this appears to be a legitimate topic for discussion. On the other hand, because of the moon hoax nuts, 9/11 conspiracy nuts, and such, there is no way to talk about it here without being dismissed as a conspiracy nut one's self.

On the other hand, it was a Democrat in the White House then, so maybe it is OK.

The definition of a conspiracy is just a group of people working together to do something illegal or otherwise "wrong." If they eventually decide, "Nah, that's a dumb idea," it's still kind of a conspiracy. Just not a conspiracy in a particularly meaningful sense.
