Advice on Low Testosterone Levels

Hey, just thought I'd ask some people here since someone may know a bit about hormones. I don't care about divulging personal health information if doing so would result in getting some advice, so I'm not concerned with that.

I went to the doctor recently (a urologist) and was informed that I have "low testosterone levels". He said something like "189", though I'm not sure what figures are normal and what the expected deviation from that the norm is. I wouldn't be that concerned if I didn't show several signs of low testosterone, or what appear to be them: I hardly grow any facial hair, I have absolutely no sex drive at all,and since taking up weightlifting in the past year I haven't made as many gains as a friend of mine, despite our working out with the same equipment at the same time - he seems to show much greater improvement from the same work, so, I'm wondering if low testosterone levels would result in not being able to build muscle as effectively. I'm assuming it would be the case, and that's a huge concern for mine since I've more or less taken up weightlifting as a major portion of my life. Not having much of an interest in ladies is quite a problem, too. Anyway, I'm a 19 year old male, and I think that not only should my testosterone levels not be lower than normal, they should probably be higher. So, if anyone knows anything about hormones and my case that would be a great help.

Editted to add: I almost forgot, I wanted to ask about hormone supplements, if anyone's ever taken them, and whether or not by taking them I'd be able to solve some of my problems, like whether or not I'd be able to gain muscle normally. I heard that some risks come with those and I also wanted to know whether or not those risks are significant.
