According to wikipedia, this is a site where Saudis can snitch on each other about various religious crimes. Can anyone translate Arabic? I can think of a couple choice words I'd like to direct at those douchebags.

You may want to contact his ISP for his address so you can find out exactly what kind of terrorist he is. Better yet, rendition him over here and we'll do it.

I'm sorry, I must be too tired to tell, but is this a joke? I mean, why would the Saudi police have an unsecured (it seems?) website to the general public, if twas created to "snitch on each other"?

Why would a website that basically serves as a conduit to send emails be "unsecured"?

Fifteen girls died and 50 were injured as a result. There was widespread public criticism afterwards, both internationally and within Saudi Arabia itself.[16]

There is also widespread criticism of flogging as a means of punishment.
