There's some very selective quoting going on there. From other reports, it looks like he may have been talking about Mexican criminal gangs, but I can't find a full transcription of the press conference anyway.

Just because he's wrong doesn't mean his opponents are reporting the facts straight.

We have this guy - who exemplifies the calibre of thinking which pervades the Bush administration. Terrorism is just the new communism. It's a word that's trown out to demonize something when logic would be too hard/impossible to use. No rational basis to ban marijuana? Claim it funds terrorism. No rational basis to invade Grenada? Call them communists. Same [rule8] thing.
