Not to give too much credibility to this, but could this be a bit of counter-intelligence? Grab a couple squirrels and a box of old cell phones, bash-kit a few fake comm/recording bits onto the squirrels and toss them over the border. You spend maybe a day working this out, they spend months trying to figure out how the comm kits work, who was getting the "signals", how the signals would even reach, etc, etc.

I don't know that I'd buy it, but I was reading a lot on the UK's WWII black ops work to confuse/worry the Germans and it came to mind.
